MINISTER DISCUSSES BILL WITH DEER MANAGEMENT GROUP

Posted on

Representatives of the Association of Deer Management Group (ADMG) met with Roseanna Cunningham, MSP and Hugh Dignon of the Rural Directorate on Tuesday 16th June 2009 to discuss the important aspects of the recently published Wildlife and Natural Environment Bill relating to deer and the proposed merger of DCS and SNH.

It was suggested that the intention of the Scottish Government is to devolve more responsibility for the delivery of deer management to the Deer Management Groups (DMGs).  However, engagement in the Deer Management system will be mandatory and those seeking to stay out with any collaborative planning will find themselves compelled to engage.

It is understood that the Minister is committed to making “competence” an important aspect of any new legislation. Scottish Government view the lack of mandatory competence testing as out of synch with the rest of Europe and an anachronism.

The subject of “close seasons” was also discussed. The Scottish Ministers, within the 1996 Act, already have powers to vary the close seasons and it is unlikely that they will allow those rights to diminish. The Minister did, however, state quite categorically that “any change in close seasons was not about the whole scale slaughter of deer” and that “it was not her intention to change from the current close season structure without considerable development of the DMG structure and further stakeholder consultation”.

On the merger of DCS and SNH, the Minister gave a reassurance that it was her intention that the new organisation would be well placed to deliver Scotland’s Strategy for the Management of Wild Deer.

A full response to the Government’s Consultation Document will be submitted by the ADMG in due course.
